Cascading Lists in Editor with select2

I read a blog 'Cascading Lists in Editor' (datatables.net/blog/2017-09-01) this is very good but I don't use PHP and .NET. I have a problem need help I would like the same output like the sample in the blog but I use select2 and data from localstorage fix in the code how can I code to procuce the same result like the blog. Please show me the sample code.
